This is the diving bell spider (Argyroneta aquatica), a spider that spends almost its entire life underwater. They spin air chambers with their silk that allow them to breathe. They don't even need to resurface to fill the chamber with air as the bubble acts like a gill, extracting dissolved oxygen from the water and dispersing carbon dioxide.
